How to get a Oklahoma Medical Marijuana Card Online

    Register online with Leafwell

    You can speak to a doctor and qualify for an Oklahoma medical marijuana card online. The cost of the online consultation is $99, and you are only billed if approved.

    Discuss Medical Marijuana with your Doctor and Get Approved

    Discuss why you require medical cannabis with your qualifying, OK-licensed MMJ physician. If approved, you’ll receive your certificate. This certificate says that your doctor recommends you become a cannabis patient under the state’s current laws, and this certificate is required to apply for your MMJ Card.

    Complete the Application through OMMA

    Apply to the Oklahoma Medical Marijuana Authority online. You will need to upload various pieces of ID and your medical marijuana doctor’s certificate from Leafwell as part of the application. You must do this within 30 days of being approved by Leafwell.

    Receive Your Card From Oklahoma State

    If approved, you will receive your medical marijuana card in the mail within 14 business days. Your certificate will be valid for two years from the date of issue. Please note that the state, not Leafwell, sends medical marijuana cards.


Benefits of Having a Medical Card in Oklahoma

As the owner of an Oklahoma medical card, patients are permitted to possess up to the following:

  • Three ounces of marijuana flower on your person
  • Eight ounces of marijuana flower in your residence
  • One ounce of concentrated marijuana
  • Seven ounces of edible marijuana

Recreational marijuana is illegal, and possession without a license to use medicinal marijuana is a fine-only misdemeanor for up to 1.5 ounces. Fines and penalties increase for greater amounts or intent to sell.


Eligibility Requirements

To apply for a medical marijuana card in Oklahoma, you must be a legal resident of Oklahoma and provide proof of residency. Patients must be 18 to apply for a medical marijuana card for themselves.

Can Minors Get a Medical Card in Oklahoma?

Patients must be 18 to apply for a medical marijuana card. Minors (anyone under 18) must have caregivers apply on their behalf. Caregivers must be 21 and designate their assigned patient by ID number within their application. There is no caregiver application fee.


Caregivers

Some patients may be eligible for an MMJ card but need help to apply for one themselves.

For example, should the patient be a minor under 18, or if the patient needs assistance accessing medical cannabis, a caregiver can be assigned to complete the process on their behalf.

A caregiver must be at least 21. For minors, it is usually the patient’s parent or legal guardian. The caregiver’s name must be specified in the caregiver designation form with the patient’s application. The caregiver receives their own medical marijuana caregiver license, which includes their photo, name, and other details as proof that they are licensed to purchase marijuana. The caregiver card is valid for as long as the patient’s card is valid, no more than two years. A patient can change caregivers during the two years.

The application process is very similar for caregivers in Oklahoma and requires the same ID documents as patients. Caregivers must also include the medical marijuana license number of the patient for whom they will act as a caregiver.


What You’ll Need

To apply for your MMJ card in Oklahoma, you must show your signed certificate, which provides proof of your condition and identification documents. You should gather together the following:

  • Photo ID, such as an Oklahoma driver’s license, state ID card, U.S. passport, or Tribal ID card. Minors can use their passport or birth certificates to apply.
  • Proof of residency, such as a voter ID card, utility bill, residential property deed, or rental agreement.
  • Color, full-face digital photograph.
  • A signed physician’s certificate (which can be obtained via Leafwell).

Costs

The initial consultation with one of Oklahoma’s healthcare providers via Leafwell’s HIPAA-compliant online consultation service is a flat fee of $99. However, you will not be charged if you do not qualify for an MMJ card and our practitioner does not sign your certificate.

It costs $100 to apply for an MMJ card, payable to the state. This is a non-refundable fee that patients must pay with every application. Each card is valid for two years. Every time you renew, you must meet with a state-licensed physician, in person or via a telemedicine platform like Leafwell, and then update your card via the state website.

Note that Medicaid, SoonerCare, or Medicare enrollees pay a reduced application fee of $20.

There is no additional fee for applications that include a designated caregiver.

Insurance does not currently cover the cost of applying for an MMJ card in Oklahoma because cannabis is illegal at the federal level.


Medical Marijuana Reciprocity

Oklahoma supports an unusual form of reciprocity, allowing visiting patients to access medical cannabis when in the state. According to state law, residents living in another state with a valid MMJ license in their home state may apply for a temporary license to “buy, use, and grow” medical marijuana from an Oklahoma dispensary.

The medical marijuana certificate and MMJ card will be valid for 30 days and cannot exceed the expiration of the out-of-state MMJ card. Visitors can renew their Oklahoma MMJ license every 30 days.

Several other states also practice medical marijuana reciprocity and will recognize an Oklahoma medical marijuana card. The following states accept or recognize out-of-state medical marijuana cards:

Where to Buy Medical Marijuana in OK

In all states with a regulated medical program, the only way to purchase marijuana products is via a legally-licensed dispensary, pharmacy, or another legally designated space to buy cannabis.

In Oklahoma, medical marijuana patients may acquire cannabis at a licensed dispensary. The Oklahoma State Department must license all dispensaries to sell medical marijuana products. Medical marijuana users can either visit their nearest dispensary in person or order ahead to pick up conveniently when their products are ready.

When seeking medical marijuana treatment options, it’s a good idea to talk to dispensary staff and ask plenty of questions. These trained professionals can assist you in identifying the best medical-use cannabis products for specific health conditions and address any questions or concerns.


Cultivation

Per Oklahoma law, qualifying patients can grow cannabis in Oklahoma. Those with a state-issued license may possess up to six mature plants and six seedlings.


Oklahoma Medical Marijuana Laws to Know

Under Oklahoma law concerning medical marijuana use, patients who hold a medical marijuana card have the right to:

  • Enroll in school without rejection based only on cardholder status.
  • Rent an apartment without eviction or refusal based solely on patient status.
  • Work at their place of employment without discrimination for having a card or testing positive for marijuana.
  • Receive healthcare without disqualification merely due to the medical use of marijuana.
  • Visit or have custody of their child without denial based on patient status.
  • Hold a state-issued license without suspension on the sole basis of cardholder status.

However, an Oklahoma medical marijuana patient identification card does not necessarily give you the right to:

  • Use or possess marijuana at your place of employment without recourse.
  • Work, live, or learn somewhere that could face loss of a monetary or licensing benefit under federal law due to your patient status. Those in some federal jobs may find that their patient status clashes with federal laws. This exception also applies to those who require a commercial driver’s license.
  • Sell or distribute marijuana to others without a commercial medical cannabis license.
  • Own a firearm — many states prohibit those with a medical marijuana card from owning a weapon.

Possession and Growing

As an MMJ cardholder in Oklahoma, you are permitted to posses up to 3oz of marijuana on your possession of flower, up to 8oz of marijuana in your home of flower, up to 1oz concentrated marijuana or up to 72oz of edible marijuana.

Recreational marijuana is illegal. Possession without a license is a fine-only misdemeanor up to 1.5oz.

Qualifying patients can grow cannabis in Oklahoma. Those possessing a state-issued license may possess up to six mature marijuana plants and up to six seedling (immature) plants.

What medical conditions qualify for a Medical Marijuana Card in Oklahoma?

Oklahoma’s law does not include any qualifying conditions. This makes it one of the most lenient medical marijuana programs in the United States and may account for why one in 13 Oklahomans have a medical marijuana card.

Instead, each individual medical marijuana doctor is able to issue certificates based on their own judgment – much like they do when prescribing traditional medications.

How often do I need to renew my Oklahoma Medical Marijuana Card and can I do it online?

Oklahoma medical marijuana certificates are valid for two years. When you use Leafwell to obtain your certificate, we’ll send you a reminder email one month before your card is due to expire to make sure you have plenty of time to submit your renewal application online.

Can I be/have a caregiver for a medical marijuana patient in Oklahoma?

Yes, medical marijuana patients in Oklahoma can have a caregiver. Caregivers must submit their own application to OMMA after their patient has successfully registered first.

Caregiver Requirements:

  • Minimum 18 years of age and an Oklahoma resident.
  • A caregiver can also be patient.
  • Caregivers may have up to five licensed patients.
  • Patients can only have one licensed caregiver.
    • Licensed minor patients may have up to two designated licensed caregivers.
  • The qualifying physician must sign the Certification of Necessity of a Caregiver section of the patient’s Physician Recommendation Form (provided by Leafwell).

Here’s how the caregiver process works:

  1. Create an account with OMMA.
    1. The patient must register first in order for a caregiver to be assigned.
    2. Caregiver applicants must provide proof of identity, proof of residency, and an acceptable photo.
  2. Complete the Caregiver Designation Form.
    1. Caregivers and patients must each sign a completed form.
    2. For minors, a parent/legal guardian must sign the form.
    3. You will need the patient’s medical marijuana license number.
  3. Submit the online application and receive your caregiver license.
    1. There is no application fee for caregivers.
    2. Caregiver applications can be submitted at any time during the term of a patient’s license.
    3. Caregiver licenses are valid until the expiration date for the associated licensed patient(s), not exceeding two years.

    • Unexpired OK driver’s license or ID card – front and back, in color

Getting Your Oklahoma Medical Marijuana Card

  1. Register an account for the Oklahoma Medical Marijuana Program.
  2. Go to the OMMA licensing portal and click “Access portal” to apply for a license.
  3. Click “Sign up now” to create a new account.
    1. Enter a valid email address and click “Send verification code.”
    2. Check your email for a verification code.
    3. Enter the code and click “Verify code.”
    4. Create a new password and enter your first and last name. Click Create.
  4. Click “Patient Portal” to start a NEW patient application.
  5. Click “Create a New Profile
    1. Enter your legal name, click “Save and Continue”
    2. Click “Select” next to your name on the Patient Profile page.
  6. This brings you to the Dashboard. You can now select “Apply for a new license.”
    1. Find your application type and click “Select this Application.”
    2. The next page shows the Application Instructions and lists the required documentation. Review the information and click “Save and Continue.”
    3. Enter your personal information.
    4. Select your “Identity Document Type” and enter the requested information.
    5. Upload the front and back of your Proof of Identity.
    6. Upload a digital photograph for your patient ID card. Adjust photo as needed.
    7. Enter the information printed on your Leafwell Physician Recommendation Form.
      1. Please ensure the signature date is no more than 30 days from submitting your application.
      2. Upload your Leafwell Physician Recommendation Form
    8. If you are enrolled in Medicaid, Medicare, or have 100% Disabled Veterans status select “Yes” and upload supporting documentation.
    9. Complete Attestations section.
    10. Review application. You can click “View All Pages” or “Next Page” to review the application information.
  7. Make Payment. You can review your fee breakdown and payment options on the Payment page.
    1. Enter Payment Information.
    2. Fill in your card information, then click “Next.”
    3. Confirm your payment information is correct and click “Submit Payment.”
  8. The screen will display “Submitted” after completing the application submission. You can visit the dashboard to check your status and view your payments. You do NOT need to mail your application because it was submitted electronically. You will receive a submission confirmation and payment receipt via email.
  9. Once the application has been submitted, it will be reviewed by the OMMA. If approved, an approval letter with your license will be mailed via US Mail within 14 business days of the application submission date.
    1. If an incomplete application, you will receive an email stating the reason(s). Log back into your account to make corrections
    2. If an application is denied because all requirements have not been met, a denial letter stating the reason(s) for denial will be mailed within 14 business days of submission.
  10. Purchase medical marijuana products from a licensed dispensary. Present your medical marijuana identification card and another form of identification any time you purchase medical marijuana at a dispensary or have marijuana taken to a processor to be concentrated.
